I don't think you need to sand the "chrome" grill. Just prime it and paint it. You may need 2 coats possibly 3, but it will look fine when you are done.

The reason you sand it is so the primer sticks better, then the paint sticks better to the primered surface. Its less likely to peel/chip/come off also adding a layer of clear coat helps as well.

Isn't the chrome plastic tho? I don't think sanding it is gonna do a whole lot...and if you get a good mp primer it should stick easily to about anything.

I think you're putting way to much thought into this. You can do it a number of ways. If you want it be quick and easy, hit it with some spray primer, and then spray paint it. You could use a paint brush if you want, but it's not that big of deal...

When I painted my headlights on my old car I didn't sand the 'chrome' plastic, I just primed and used Engine spray paint (heat resistant) and then I clear coated it and it stayed in perfect shape for the 5 years I had it done (although it was inside a silicone sealed housing...)
I wouldn't sand it unless you have problems with flaking or chipping and then the second time you can try the sanding and see if that helps.
