Confused about incentives

I found a lightly optioned M3 Sedan not too far away (Houston)- MSRP is $63775, sale price $59775. I can get the $1k loyalty incentive and refund of my dispo fee from my last car.
There is a financing deal on the BMWUSA website, 0.9% APR, "$1500 Allowance available", how does that work? If I finance with BMWUSA, would get another $1500 off? Is that the deal where I would be able to refinance with another lender after I keep the financing with them for a few months (?3 months)? Does the loyalty incentive somehow tie in with financing?
