Wheel well liner question

Can anyone tell me what the 8mm hex bolts that attach the front wheel well liner at the very bottom in front of the front wheel screw in to? Do they have fasteners behind them or do they just screw into that soft black plastic/felt-like piece behind them?

I unscrewed two of them and it seems like there is nothing for them to bite into now. Wondering if they had clips behind them that have now fallen into that void cavity of the front bumper that the reflectors everyone replaces access.

All those fasteners bite into clip nuts indeed. Two on my car had 1 piece broken from the factory, so couldn't reuse them. Just bought a few spare ones when buying an oil kit and problem solved. But make sure they're not misaligned first.

I'm sure mine fell into the bumper then. How the hell do you get your hand back there to put a new clip behind it? Bumper have to come off?
