Faulty windshield wipers

Has anyone noticed that during a moderate rainstorm the wiper systems on our vehicles seems to pull a lot of water back onto the windshield during the down swipe? It happens slightly on some of my other cars but not this much. What are your thoughts? Just me or have you guys noticed this also?

Here is a link to a video I took.

Put some Rain-X on your windshield and it will fix that.

I don't use wipers at all on highways.

Rain-X takes care of it.

Only prob I had last time I did rain-x was that the windshield washer fluid would just bubble off so fast!
