has anyone experience this issue as seen on pic?

If so, is this cover under warranty? I have not taken my car for a recall for the rear taillight is that why they are recalling it?

yes it's covered under warranty, and yes that's why they have a recall on the tail lights.

Umm. It looks like you have the left side parking light system active. If you take the key out and flick the turn signal down, the lights should do this. Flicking the signal stalk up will illuminate the right side instead. It is a great feature for parking on a dark street.
