When a ticket is issued for an unsafe start, it's usually because the tires lost traction when accelerating from a standstill. Put another way, it's when the driver peels rubber.
It can be a very subjective ticket and is one that may be worth challenging; depending upon the circumstances. If the OP was racing or driving recklessly, the OP will have a tough time explaining his version of what happened. The OP needs to provide more info on what exactly happened in order to determine the options.

A lawyer will probably cost you more than the fine would be, and unless you're worried about collateral damage, like suspension or insurance cancellation, you'd probably do ok by yourself. Look the statute up, so you know exactly what you're accused of doing, and approach the cop before the hearing and be nice. He may cut a deal you can live with, or the prosecutor might (if there is a prosecutor). If you put your case to the judge yourself - be nice and be reasonable. Remember, unless the cop is on the judge's hate list, his statement of what happened will probably prevail.

our equivalent is "exhibition of speed", fight that though, there's tons of websites for traffic lawyers, if you use one make sure your goals are very clear (as in you want it expunged, no points, no fine, or w/e)
