Use of Cargo Straps Behind the Seats

Has anyone obtained and used the cargo straps which hook to the lashing eyes behing the seats (pages 116-117 in the 2010 owner's manual). Can't imagine shifting the seats forward enough and using them that way such that something so large could be placed behind them that it needed to be strapped in place. Feel like I'm not understanding something here. Also, why are the two lower lashing eyes a prominent red color?

all four of my hooks are chrome, i really can't see putting anything back there though. not even my suit jackets. even the little shelf is too little for anything, i just carry a microfiber towel there.
