Bad M4 Crash

Saw this crashed m4 today apparently some people are saying that a trash truck driver backed into it and some people are saying he was speeding and reckless driving. Do the airbags open while the car is off?

No way it was a garbage truck that caused the damage unless it was going 40 mph and didn't stop when it hit the M4. Both sides of the car are damaged,

That car either rolled over or he tried to pull an 'Ethan Hunt' and drove super fast between some buildings and lost control.
