Well we have random people going around slashing people in the face in our subways.. although the perp was caught this morning. I'm not surprised people do things like this as well to our cars. Lot of crazies in NYC area..
 OP sorry this happened, send the video to the police and have this person charged for vandalism / destruction of property etc.

Did he throw the rock through the garage door and into your rear windshield? It also looks from the video that the perp also threw or slammed the garage door as they were leaving. Any other damages caused?
Sorry for the inconveince but luckily you've got some good evidence for both the police and your insurance claims adjuster (if you don't pay for the replacement out of pocket of course) Best of luck catching the person responsible!

I really makes me wonder just how messed up their childhood must have been to end up this f*cked up later on in life. Random acts of violence, slashing strangers in the face, damaging other peoples properties etc.... Alan
