why is there options for tpms rebuild kit and valve stems? do I need to add this to the order?

Usually, tire shops will recommend you to replace the valve stem when you replacing a tire. But, in your case, you don't need it since you are not replacing a TPMS and the TPMS that you have is still new.
What tires are you ordering anyway? I may be able to help you on the pricing.

hey ben, how have you been? I actually ordered and installed the bridgestone dueler h/p's and noticed they ride way stiffer than dunlops lol, like to a point of being uncomfortable to drive, my stock tires (dunlops) rode much more comfortable and smooth. I'm thinking of going non runflats and getting continental dws but they're on backorder on tirerack. I talked to tirerack earlier and they told me I can get a refund if I just pay the shipping.

Most quality, high volume shops will match or beat TireRack's price, when comparing the total price. When you combine mounting and balancing, TireRack is usually more expensive because of shipping and then third party mounting and balancing.
