HELP NEEDED! Splitters question

I happened to come across this picture and was wondering if anyone knows what it would take to achieve this front end. or any information of how this was done, or anyone who has done this before

I already have the mtech front. It seems he has painted splitters and the centers painted black?

any info on how this was done and more pics of this car would be very helpful

either they are painted black in the centers or that is carbon and he painted the outsides
