Can HID Fog Lights cause a fire?

I read on a bunch of other forums about HID's causing fires in people's cars.

I noticed none of the e90 HID fog kits use a relay or fuse and are the basic plug and play kits you can find anywhere.

Is there any reason to be concerned about fire?

(Vendors please don't go on about quality unless you manufactured your product in house yourself)

i'm pretty sure the headlights are fused. Even if the ballast itself isn't, they utilize your oem wiring in the car which is linked to the fuse box
