Yes, 1.8% is better than 1.9%
Even better would be 1.6%

I'm seeing 0.99% if you go through PenFed's Car Buying Service. Essentially PenFed has contracted with a network of dealerships to provide referrals in exchange for lower APR's. I'm not sure what loan terms that rate applies to (i.e. 12/24/36/48/60/72 months).

Yeah, but many of us would be unable to join.
PenFed allows anyone to join with a simple $15-20 one time due payment to either the National Military Family Association or Voices for America's Troops

multiple local credit unions (NEFCU, Bethpage) here on Long Island. But that wouldn't help you guys. it's only for residents of Long Island tho.

My credit union for work is offering 1.74 IF you buy gap insurance ($400) and a 5 year/60k mile warranty (about $1k). If I only get gap insurance with no warranty, it goes up to 1.79. These are 5 year numbers.

I think if I don't get either it goes up closer to 1.99?
