Whats going on with my rear shock?

I had the passenger side rear wheel in the air changing from snow tires to summer tires and noticed this. Should I be concerned?

I do see some rust on the bottom of that boot....and it looks like your shock is wet from possibly shock oil....It may be time for a new set...

Ok, is there supposed to be a gap between the top boot and the shock like that?

Looks like its just a protective cover that had to be pushed back up. It is also cracked. I inspected both side and both shocks are wet with grease from the shocks. Any suggestions on replacement brands?
