Windows 8 tablets run Windows RT (ARM processor) and can only run applications from the windows store. They don't have the ability to install other desktop programs designed Intel or AMD processors. If you can find a touchscreen laptop running a non RT version of windows then it can be done. I would honestly recommend sticking to a laptop.

or you can try the new acer tablet. it runs x86
