Car cover leaving behind white dust?

Hey guys, I have a cheap car cover that I use when my car is parked on my driveway and not used Sunday-Thursday. Every time I remove the cover it leaves a white layer of hard dust all over the hood, trunk, and roof. I figured it's worth the trade off of having bird crap and other things hit the car, but what gives?

I searched this a bit and I've seen people complain about the same problem with quality car covers, so it's not the quality of mine that's doing it.

Any of you guys notice this? Can leaving this dust on the car affect the paint at all?
