Damaged tire, is it still usable?

Had my tires dismounted a few months back, and i just noticed this gouge in one of them on the beveled part of the tire were it looks to make the seal to the rim.
In my opinion id not use it, and common sense tells me it is part of the seal

Is it still usable?

Obviously it's not great but that edge is not super critical. The adjacent surface is what seals the tire to the rim.

As long as the steel bead wire is not exposed it shouldn't be a problem.

I had a bigger tear just like it and the tires mounted fine.

I wouldn't buy a new tire because of it. As others have said, that ripped part is not the section that seals rim to tire

I don't know if I would trust this! This is part of the rim bead and my mind tells me that the tyre's strength relies on this being intact! Can't help but be concerned that it is weakened and could result in the side-wall failing. Then again, how did it get damaged like this? Manufacturing fault?
