How to remove this grime from my wheels?

I have this grime on my wheels around the center caps and can't figure out how to remove it. I tried Meguiars wheel cleaner with no success.

Any idea?

Thanks

Looks like the clear coat is being eaten away. Hard to tell. May be permanent damage
