Def looks like a chemical spill. Just change the panels out. You could take the opportunity to mod up and change to the rear dual power outlets that are available.

Haha. When I got my car it looked exactly like this. I assume the former owner had kids kicking it. Haven't even bothered changing it out

ever use APC on that area to clean? looks like it was chemically damaged and its just peeling away now.

interior cleaning should be done with the least amount of chemicals as possible

Same issue/ same color. is there a "paint" that will blend in and not make it look "painted"?
