What is this noise? (vid link attached)

Have taken it to the dealer 4 times this year for this issue but whenever the car is there, the noise is not.

Noise comes only in the colder weather, usually when its less than 20c. After 25-30mins of driving, noise goes away so its only present when the engine is cold. My car has 70,000kms on it.

This noise is embarassing.

Any help?

Slipping belts or bad tensioner/pulley.

How can I make them to replace it. Everytime the car is warm, the noise is not there. I even left it at the dealership for a few hours but the noise was still not found by the tech....

BMW dealer could not resolve it?

Was told to leave it overnight next week. Have taken it 4 times now without a solution...

belt tensioner, I had a sound like it from my e46 and a really high end porsche mechanic near me wanted to take apart the engine! He said it was internal...wrong.
I had my bulgarian race buddies at, Renner Motorsports ,who build crazy subarus look at it and in 5 min diagnosed the belt tensioner, they were right.
