"RCA Step-Down Converter"

So I took my car into the local Best Buy to have them install a 12" sub and 400 watt amp. The installer told me that the RCA Step-Down Converters they had been using were all recently recalled due to possible fire hazard and that until they get the new ones in he can't do the install.

That was over 3 weeks ago and they still don't have the new RCA Step-Down Converters in stock.

Anyone know anything about this issue and why a step-down converter is necessary for the install?
