About the 25i engine

Just confusing why they make the "25" engine to 2,996 cc but 218 hp. The same Capacity as "28" and less power. Is that they call efficiency dynamic...

I suspect so they could bring out a more powerful 2.8 and an even more powerful 3.0 later, all being 3.0l engines. They have followed the same recipe with the 1.8/2.0/2.3 diesels. They are all 2.0l with differing outputs. Makes it cheaper to certify in different countries.
