Etching is usually from hard water spots and/or bird poo

The least expensive first stpe, which MIGHT work, is clay. If clay doesn't get it, you'll need to machine polish. I don't detect any splatter pattern, so I'm leaning away from the poo theory.

Never know. My bird poo no longer has splatter patterns. I park in "covered parking" which is literally just a big cover a couple feet past the front and back of the car with no sides. Birds just sit on my car and poop now. I want to kill them....

thanks for all the info guys.

i'm pretty sure its not bird poop, i get that crap off fast.

It might be the black tar gooey substance that was on my car that one time.

i tried claying it already didn't work would a simple single step polish remove it?
