You need to do it in a photo editing program, like MS paint, photoshop or google.com works wonders too!

Mihov Image Resizer is a cool little app I've used for years. Why bother firing up Photoshop when this little app batch converts images to any size quick and easy? Just Google for it, it's free and small. It's Windows only, but there's probably something similar for OSX. You can also use ImageShack's built-in resizing. Both of these options are good for posting photos.
For a signature, you'll probably want Photoshop to get the image and any text the proper size.

most of the image hosting sites have little editing programs built in, though I use PS for basically everything

If you use a Mac you can do some cool stuff with Automator. Create a photo resize workflow and any pictures you select in finder can be resized and resampled to 72 dpi with a right click, or even create a specific folder with a folder action that automatically resizes photos dropped into it.

also, check out Fotosizer. free little program that works well, and will resize a whole directory of pics at once.
