Unhappy Weird streaking spots (Help!!!!)

I notice these weird streaking spots on my hood 3M plastic chipguard which I don't even know where they come from. They are not scratches because I can't feel them with my finger nails. I also have someone to feel them with her finger nails and they are definitely not scratches.

Someone suggests to do, is to buy a compound for light scratches and try buffing the surface with it.
Then put it on like a wax with a wet sponge, let dry to a haze, and wipe off with a clean cloth.
If that doesn't work, I need to replace the 3M plastic chipguard.

I also attach the photos.
What should I do?

Power buff it with a light compound and you should be fine. I use Wolfgang's scratch and swirl remover and then just seal afterwards.

Question

I apologize in advance if I doubt your suggestion but have you ever done it physically or has anybody successfully removed those streaks with swirl remover or such....something like Zaino ZPC. I have Porter Cable 7424.
Also what kind of applicator pad should I use to remove those streaks.....

That hood clearbra or chip guard is plastics so I am so afraid that I do more harm than good.

What do you have for polishes and pads? Try something not-too-aggressive - M205, PO106FF, maybe PO203S. Try a finishing pad to start with and see where that gets you.
