No ones gonna enforce anything even if they pass a bylaw banning driveway carwashing. Look at the bylaw about people's pets pooping all over the place. I have yet to see anyone get ticketed for that.
Besides where are they going to wash all the public vehicles including buses and street cars.

They said drive your car on your lawn to wash it so that the chemical will get filtered by your lawn before the water goes into the storm drain.

All I know is they will enforce the no watering law in the summer when there's a water shortage, so if your lawn is too green, they may give you a ticket!

This is not unheard of its to prevent excess chemicals getting into the storm drains and thus polluting the oceans and surrounding water. I believe calgary has the same bylaw if im correct, where they can only wash their cars at carwashes etc.
