The admin probably needs to set the upload file size bigger.

The Manage Uploads tool indicates that pdf files can be as large as 3.34 MB. This file is 1.8 MB. I would expect a message indicating that the file is too large if that were the problem. But, I agree that this is probably a configuration issue with the 1Addicts Vb application.
