Replacement hose under engine cover

So i went to install K&N filters and when I pulled off the engine cover, i noticed that there 2 things...
Rust on one of the parts and also a hose that has something coming out of it that resembled hair, so upon closer look, it was threadlike hair and noticed that it looked like it was a cut in the hose.
Unfortunately, i did not take a pic of the tear/cut but wondering which hose this is.

Also wanted to know if that rust is normal

The picture of the rust is attached, and the hose is the thick black one in the photo just on the opposite side.

The rusty part is the exhaust side of your turbo charger, that is normal. Don’t know about your hose.
