Air duct question

I was wondering if one side of the air duct where there's a vent doesn't open? I notice on the passenger side it's always open and never closes. However the driver side seems closed all the time and never opens. I thought they are like the grill where it opens and closes.. see images

Seems passenger side also goes into the wheel well. If you look at your fender liner on the passenger side in front there will be a open air vent slot.

There are no active louvers in those vents. One is always closed and the other open.

The vehicle has an extra radiator on the passenger side, hence there is no cover on the passenger side air duct.

there is a danger of overheating if you put a cover behind the mesh.

Thanks guys. Yeah it was the mesh part i was wondering about and didn't know about the extra cooler. Thanks for the help, good to know

Is that the transmission oil cooler behind there?

I wonder why they leave it out of hot climates like Australia?
