If a rock falls off a commercial vehicle and cracks your windshield, write down a description of the vehicle/license plate and DOT # (should be a string of several numbers on the bumper or door), company name, driver description, and location then contact your insurance company.
ELI5: Drivers are required to secure their load, meaning anything on their vehicle or trailer. If a semi has a pallet of bricks fly off and hit your car they're not in the clear because they put a sticker saying "not responsible for damage caused by flying bricks". Same principle applies to overloaded dumptrucks or dirty trailers with rocks and dirt clumps on them.
