Bulky item under front passenger seat?

I was trying to fix a rattle coming from the front passenger seat area when I came across this bulky black box that was sitting freely on top of some wires. What exactly is this thing? There has to be a place for it. It seems like it might go under the black bracket directly on top, as it fits but there is nothing to hold it in place from what I can tell.

I drive a 2013 F30 335i M Sport.

Seat heater controller.

You slide the back sliders in and clip the front back in.

I tried doing just that and the back fits nicely but there is nothing to hold up the front. Those metal prongs sticking down don't hold up the front at all. Perhaps I'm missing a part? I tried looking up the diagram on realoem and it doesn't appear to be the case.

Bend them back a little. Someone must have tugged on them. It clips in the front.
