Check BM3 Facebook group. Second hand licenses come up for sale on their regularly. That's where I bought mine.

Each newly purchased license can be sold (transferred) to a second owner, one time only.

Once the second owner moves on or sells car... the license is dead.

they no longer allow users on the facebook page to buy or sell licenses, when one pops up, its usually taken down within minutes.

I think they just started this new rule in that group a few weeks ago.
Seems like too many people were posting buy and sell posts instead of questions/data logs/ etc
