The answer to whether to winter tire or not begins with "it depends".
As someone who's retired and lives in an area which is as flat as the Netherlands and where there is generally no more that 3 or 4 snowfalls per annum, with most no more than an 1" or 2", and where I am within 2 blocks of 10+ restaurants, a shopping center, movie theaters and grocery stores, I'm perfectly comfortable with having a good 3 season (aka "all season") tire (Michelin Pilot Sport A/S 3+) on my buggy. Take away any of those factors and I would probably opt for one of the newer "All Weather" (aka "4 Season") tires ( Goodyear Assurance WeatherReady, Michelin CrossClimate +, Nokian WRG4, Toyo Celsius, and Vredestein Quatrac 5). I believe all weather (aka "4 season") will become increasingly popular in most locations which don't have severe winter conditions or topography. Here's Consumer Reports opinion on "All Weather" tires vs Winter tires vs "all (3) season" tires: "Dedicated winter/snow tires set the standard for grip on snow and ice, but all-weather tires have a significant advantage over the other types of tires. These are the average distances that it took for a car to reach 20 mph in moderately packed snow: Winter/snow: 58 feet All-weather: 64 feet All-season: 76 feet Performance all-season: 90 feet All-weather tires don’t quite match winter/snow tires for maximum snow traction and ice braking, but they do have an advantage in dry braking, wet braking, handling, and tread life. They can be a year-round convenience and ultimately reduce operating costs, making them an appealing choice for drivers who face winter weather but don't need to tackle the most severe conditions."
