Volk TE37 & TPMS - Help!

I recently refinished my set of Volks and purchased a set of HUF TPMS sensors to install. I've been to two tire shops already to get everything mounted and balanced but both shops have been unable to install the TPMS sensors. The only issue is that they don't fit tightly on the rim. The valve stem fits and everything but the nut cap does not sit tightly against the rubber seal. So when you screw it all the way down the TPMS sensor has wiggle room and prevents it from being torqued down to the right specs.

My previous valve stems are shot and did not have TPMS. They also differ by having two nuts instead of one nut cap and also have a washer. I've fiddled with it quite a bit and I believe I either need a taller nut cap or a valve stem with an 1/8 more of thread. It seems to me that a simple washer will suffice but shops don't recommend that as when they torque it down, they can't be sure the seal will be tight.

So I know an option is to run them without TPMS sensors but I was wondering if anyone has run into this before? Possible solutions to be able to run the TPMS sensors?
