Engine Oil Filter Gasket Leak + Drive Belt and tensioner replacement

So last weekend, I drove down to Morristown BMW for (what was supposed to be) a value ($79.99) oil change. This has been the best price around so I've been doing them regularly between 3-5k miles.
FYI, price is now $100, but whatever got it done regardless. Service specialist came back with my keys and some literature on the standard "what's due on your vehicle."
Stealership quoted $2000 for Power steering fluid service, oil filter housing gasket, drive belt tensioner, and drive belt. Naturally, I ordered the parts and some extra goodies, from BavAuto for under $200, and decided to tackle all of the above yesterday. Thanks do some amazing DIYs, got it all done without much trouble.
So the belt tensioner kit comes with a replacement idler pulley, which I also replaced. It came with a notice to remove the bolt retainer clip before installation of the pulley. (The retainer clip is to hold the bolt with the pulley during shipment). Anyways, I pulled the stock pulley off the car and was surprised to see that the retainer clip was on the stock pulley from the factory. Has anyone else see this?? I bought the car brand new from the dealer, so I know the pulley is OEM and original.

This is the pic of the original pulley taken off the car (with the dirty bolt retaining clip)

The 325 had the same thing. The pulley actually might not have been original (not sure) but it had the same retainer clip on it.

I wouldn't be surprised if they had that on there since factory.
