Using Windows 10, Edge is the default PDF reader which returns "Couldn't open PDF" with "E-sys Launcher Targets and Chassis.pdf" in the coding package. Drag and drop the same file to Chrome has no issues opening. Thought this may be useful.

I made that PDF. That is due to applied security (Content Copying for Accessibility).

You can always change your default reader. I use Acrobat XI Pro.
