What are these on my wheels?

I have been trying to clean my wheels. However, there are some dirt or rust that cannot be removed even I use those wheel cleaners. I am wondering what are these brown dirt (or rust?) on my wheels? are they removable?

That's baked on brake dust. Use oven cleaner, let it sit for a while then scrub it off. Worked great for me before I got ceramic pads. Akebono's FTW!

That thing works like a charm. Once it starts to fizz its ready to wash off but don't inhale it

Thanks, I will try that when I have time to do so. Any oven cleaner will do the job?
btw, does ceramic pad not produce brake dust? or way less?

Use Meguiar's D14001 Wheel Brightener - 1 Gallon, on a regular basis. You need a sprayer and you add water, so this gallon will last years. It knocks off 80 to 90 percent of dirt and the rest you can wipe off. I use it every time I wash the car. It is the most powerful wheel cleaner me or anyone else I know who uses this has found.

Wow there buddy soft on the brakes from not on I hav ceramic pads with stop tech rotors in the rear and I swear I never clean them unless I'm washing my car but the front stock ones omg those things get black mighty quick

The factory brakes are dust machines, and if you don't clean them often enough it cooks onto the wheel. Oven cleaner like mentioned above is the easiest way to get rid of it. JUST DON'T BREATHE IT, easy way to get pass out and get a serious nosebleed. Do it in the driveway or a parking lot, not in the garage.

Better than Sonax Wheel Cleaner Plus?

I've used Sonax Wheel Cleaner Plus and honestly I was amazed at its cleaning capabilities. Took everything off.

I'm sure it would if you left it on there too long. I'm sure it'd eat straight into the wheel, but I've never had a problem with it on any car I've had. On nice aftermarket wheels I'll use Sonax or something like that, but for the factory wheels (especially if they're a little rashed from the previous owner) oven cleaner is great.

What you want to use is Sonax wheel cleaner. Use the extra strength version. It's not cheap, but it is specifically designed to break down brake dust chemically, and not hurt your rims. You can also use it on your brake calipers and it cleans very well with just a hose, but your rims will definitely need some scrubbing.
