Reading torque specs?

I'm doing a ton of work on my car and came across a torque reading that I'm not quite sure I understand. I'm replacing the fuel pressure sensor in my 08 335i and ISTA lists the torque settings at 20 - 3 Nm, so does this mean anywhere from 17-20 Nm is ok, or should I tighten to 18.5 Nm splitting the difference? I'm used to seen +/- regarding a range, but the fact that it's only - is throwing me off. I don't want to overtighten the sensor, or have it too loose and have fuel leaking out. Thanks for your help, this site has been a life saver the last couple of days!
