Leak coming from passenger quarter panel

Does anyone know what this is?

I'm thinking that it is the windshield washer fluid leaking.

Most likely leaking from the WW pump. There is a small seal inside the pump that wears out and allows fluid to escape..happened to me and I had to replace the small pump.
