S Drive Compared to X Drive Milage Comparison

The X1 18D s drive with the 150 Hp B47 diesel gets 65.7 mpg on the European combined cycle ( there is no X drive on the 18D ) The X1 20D with the 190 HP B47 gets 57.6 ( In other BMW vehicles the 150 HP and the 190 Hp get about exactly the same gas mileage) In the 5 series, the 190 HP engine gets better mileage than the 150 HP version. Where Ia, going with this is why does the X Drive in the transverse engine layout take a 12% mileage penalty with X Drive. I would think in the transverse engine layout the transmission would be completely decoupled from from the 4 wheel drive and suffer almost no mpg penalty. By example, the X3 with 2 liter gas engine gets exactly the same same mileage in S Drive and X drive. Since this cars drive line has change the powers direction I think it would be the one paying the higher mileage penalty. Any ideas why.?

So many different variables affect this comparison, and the assumption that FWD has lower drivetrain loss than RWD is not absolute. Also, from what I've read, while the outputs are similar, the engines are quite different.
