Never seen that before. Turbo seals seems to happen every now and then and wastegates seem to cause people to change even though the turbos haven't actually failed yet, they're just annoying. Where is that stud and bolt from and how did it get in there?

Someone rebuild the turbo incorrectly

The nut was not on the stud. Both sides of the turbine have about 1/2" of play and you can see the damage to the blades. BTW the intercooler holds just shy of three quarts of oil.
