ppi claim help please

I tried to get back about £650 from Lloyds but they said I should have read the small print and refused to pay. ive tried again since and they said once its been refused that's it I have to appeal to the ombudsman which I want to do but cant get any info from Lloyds. they are just ignoring me. I thought the government told the banks to sop buggering about and just pay it all back?
