Are these guys enforcement at all, was driving a bit fruity past one yesterday, not seen one before

Nope. You can do what you want in front of them. They have no powers.

Except the same powers of arrest every citizen has...ie if you know an arrestable crime is being committed you can effect an arrest, although I don't recommend it.
