Cheaper to make probably? If the car has a radar they just remove the "fake" cover and install the radar there. No need to make 2 separate bumper grills.
BTW, kind of silly that they cheap out on this even though many budget/normal brands have ACC as standard equipment even on the basic models (and I get that the 2-series is a "cheap" bmw, but still) |

That would be the sensor for the emergency brake system. It's not the same as the ACC sensor, but works with radar aswell and sits in the same spot.

That is the radar for collision prevention assist for cars and pedestrians. I found out after the cover broke and I had to replace it.

The 5 series (and the 3/4 series aswell) has a camera-based solution for that. works aswell, but is more expensive.
