so i want to fix the paint on my car, fill in the front license plate holes (probably have to repaint the bumper), and install a clear bra on the hood and front bumper. My question is in what order do i want to go about doing this?

... fixing holes in the bumper require filling, sanding and painting. Installing a clear bra prior to this work is completely pointless.

yeah im aware of that, its really do i want to detail, paint, and then clear bra or does the it not matter whether i do paint or detail first ?

I guess I'm not following what you're asking.

If I wanted to fill holes in my bumper I would do the following:

Fill with a plastic filler.

Sand with rough finish sand paper.
Sand with finer finishes (Usually 2X more sessions) until I've reached 800+ grit.
Take the bumper to a shop or a friend to have sprayed. I would ensure at this time that they were doing a good job of blending the new paint with the old.
Wet sand the new paint.
Take back to shop to have clear coat sprayed.
Wet sand the new clear coat.
Detail.
Apply the clear bra.

paint first, clear bra after, detail last. this is the logically thing to do.
