Connect Drive 11/2020 update

Should a 2019 BMW 135i xdrive that's currently on 11/2019 connected drive software be able to upgrade to the latest 11/2020 version. I think the build date is Aug 2019?

I've taken to BMW and they are saying no available update for my VIN number. I thought the updates are dated for release date and not car year, is 11/2019 different from 11/2020 or are these just for the cars in those years?

Also I had to update the built in MAPS manually as the OTA also didn't work and was on 2019 Maps and now is up to date on the 02/2021, BMW has again checked and its showing no issues.

Took mine to JCT600 BMW and got 03/2021 installed without charge, so they was an issue with the OTA updates
