Take the wheels off. With a wire brush or wheel in a drill grind it all off and paint it. Then smear a little anti seize onto the hub face being careful not to get it in the bolt holes. This will also fix the problem of the wheel seizing to the hub. If you have never taken the off before, you will probably need to knock them with a rubber hammer. When I did mine, I brushed everything. I have heard that you can spray it all too as long as you tape everything.
