It would have been proof if you posted this after the STR blowout and before the VER blowout, but everything you say is based on hindsight 20/20....
And even then: both Pirelli and RB aren't even clear about what really happened and whether both blowouts have the same cause.

The only way this 2nd blowout could have been prevented is that the FIA stops every race after a tyre blowout has happened out of caution period. (and let Pirelli investigate a few days/weeks whatever for the cause)
But it doesnt take a genius to come up with that. It also doesn't take a genius to see that thats not a good option.
