Generally if it's too small to fill it can't be repaired. Usually when chips are filled it's to bond the glass and prevent the crack from spreading, but the stuff that's just chipped the surface can't really be filled.

Ultimately it's just one of the crappy realities of owning a nice car in the north east. I never had a windshield last more than 3 years. After 3 years the glass is so badly pitted from sand that I can't see out of it when driving home (into the sun) that it has to be replaced.
