Pay out of pocket to replace the crappy BMW pads, I see no other way. I have ceramic pads on my 128i producing almost no dust and even if they are less effective I don't really notice. Or alternatively you may try to go to detailer and coat your wheels with something like opti-coat but the dust will still be there, it will be just easier to rinse off.
